First, you need to open the Files App within Chrome OS

Now under My Files choose the Downloads Folder this is also where your Chromebook captured screenshots are saved

Right-click in an empty space and select New Folder

Now give the folder you just created a name and you can begin to move files into the folder

At the time of writing this guide, it is not possible to create a folder on the desktop in Chrome OS on a Chromebook or add a folder onto the desktop of a Chromebook.
